जल एक ऐसा प्राकृतिक संसाधन है जिसका निर्माण संभव नहीं । जल के बगैर जीवन संभव नहीं है । पृथ्वी का 71 प्रतिशत भाग पानी से ढका हुआ है । पृथ्वी पर उपलब्ध जल का 97 प्रतिशत भाग खारा है, जो सागरों-महासागरों में विद्यमान है शेष 3 प्रतिशत  जल ही पीने योग्य है, जिसमें से 2.4 ग्लेशियर और उत्तरी व दिक्षिणी ध्रुव पर जमा हुआ है, मात्र 0.6 प्रतिशत पानी ही नदियों, झीलों और तालाबों में है, जिसे इस्तेमाल किया जा सकता है । एक अनुमान के अनुसार पृथ्वी पर कुल 32 करोड़ 60 लाख खरब गैलन पानी है। पृथ्वी के स्वच्छ जल का 70 प्रतिशत भाग प्रदूषित हो चुका है, जिसका 30 प्रतिशत भाग विषाक्त हो चुका है । आज पृथ्वी पर मीठे जल की उपलब्धता का संकट विश्व के लिए चिंता का विषय बना हुआ है। हाल ही में जारी वाटरएड्स की रिपोर्ट ‘स्टेट ऑफ द वर्ल्ड्स वाटर 2018 : द वाटर गैप’ में कहा गया कि भारत ने अपने नागरिकों की पहुँच स्वच्छ जल तक बढ़ाने में महत्वपूर्ण प्रगति की है, लेकिन अभी भी वह उन शीर्ष देशों में है जहाँ आबादी के एक बड़े हिस्से के पास स्वच्छ जल उपलब्ध नहीं है । रिपोर्ट में कहा गया है कि युगांडा, नाइजर, मोजांबिक, भारत और पाकिस्तान उन देशों में शामिल हैं, जहाँ आधे घंटे की आने-जाने की दूरी के दायरे में सबसे अधिक लोगों को स्वच्छ जल प्राप्त नही है। आज भारत में 16.3 करोड़ लोगों तक स्वच्छ जल की पहुँच नहीं है।
