जब सविनय अवज्ञा आंदोलन अपने शिखर पर था तब नवम्बर 1930 में भारतीय गोलमेज सम्मेलन का अधिवेशन प्रारंभ हुआ। इसमें कांग्रेस अनुपस्थित थी। पहला गोलमेज सम्मेलन सफल रहा। परिसंघ बनाने के पक्ष में सभी एकमत थे। सर तेजबहादुर सप्नू परिसंघ के समर्थक थे। बीकानेर के महाराजा और भोपाल के नवाब ने राजाओं की ओर से यह कहा कि वे परिसंघ में मिलने के लिए तैयार हैं। लीग के दोनों गुट, एक शफी वाला और दूसरा जिन्ना वाला, सहमत हो गए। किंतु सभी ने यह अनुभव किया कि कांग्रेस को सम्मिलित किया जाना चाहिए। वाइसराय लार्ड इर्विन और गांधीजी के बीच एक भेंट हुई और दोनों ने 5 मार्च 1931 को एक करार पर हस्ताक्षर किए।

दूसरे गोलमेज सम्मेलन में गांधीजी ने कांग्रेस के एकमात्र प्रतिनिधि के रूप में भाग लिया। डा. अंबेडकर ने दलित वर्गों का प्रतिनिधित्व करते हुए सम्मेलन में भाग लिया और यह मांग की कि जिस प्रकार अन्य अल्पसंख्यकों के लिए पृथक् निर्वाचक मंडल और आरक्षण हैं उसी प्रकार दलितों के लिए भी हो। गांधीजी अंबेडकर से समझौता करने के लिए तैयार नहीं थे, जबकि मुसलमानों की मांगों के आगे समर्पण कर चुके थे। गांधीजी ने यह भी प्रयत्न किया कि मुसलमान उनके साथ आएं और डा. अंबेडकर का विरोध करें। अल्पसंख्यक समिति की अंतिम बैठक में कोई सहमति नहीं हो सकी और गांधीजी ने अन्य व्यक्तियों के साथ एक अध्यपेक्षा पर हस्ताक्षर किए जिससे ब्रिटेन के प्रधानमंत्री को मध्यस्थता करने की शक्ति दी गई। कांग्रेस और मुस्लिम लीग के बीच की खाई और बढ़ गई। कांग्रेस ने सविनय अवज्ञा आंदोलन पुन: प्रारंभ कर दिया।
